City Of Mountain View Policy Position on Moffett Federal Airfeild Site 25 Cleanup

Dear Ms. Espinoza and Ms. Olliges:

I would like to take this opportunity to reiterate the City of Mountain View's policy position regarding remediation of Site 25 at Moffett Federal Airfield. I understand that the Remedial Investigation Addendum process will begin in November 2004, followed by the Feasibility Study Addendum process in 2005-06, and would like to encourage the Navy to conduct thorough and complete analyses with substantial opportunity for community input.

The Council's policy position regarding remediation of Site 25, set forth in an August 1, 2001 letter to the Navy and Resolution No. 16624, Series 2001, and later elaborated on in another letter to the Navy on May 31, 2002, is:

The City of Mountain View finds that a reasonably anticipated future land use of Moffett Field Site 25 is restoration to tidal marsh and, therefore,

Moffett Field Site 25 Superfund remediation should be performed at a level that would support future restoration of the site to tidal marsh-that is, to allow the controlled flow of waters, fish and wildlife from the San Francisco Bay into the Moffett Field wetlands.

The above-referenced letters and resolution are enclosed.

The City's May 31, 2002 letter also recommended that the Navy and NASA both work with the United States Fish and Wildlife Service to evaluate the feasibility of a tidal marsh and storm water retention joint use of the site. I understand that the South Bay salt pond restoration project may include an evaluation of appropriate habitat restoration for Site 25 within the context of the entire South Bay restoration project. I also understand that NASA is engaged in an engineering study of their storm water retention needs. These studies are critical to the future use of Site 25, and the City would like to encourage NASA to provide updates and opportunities for public input into their storm water retention engineering study and its compatibility with the South Bay salt pond restoration project's evaluation of the site.

The City of Mountain View is vitally interested in the clean-up efforts at Moffett Federal Airfield and would like to thank you for your ongoing consideration of and responses to the City's comments.
